safe mode on or off?

Hi

I've been playing around with post nuke and gallery(two php based programs) and have been having some issues with users.
When browsing the forums for answers, having safe_mode on for php is brought up as a culprit.

Is this mode on? Can i have it shut off?

Safe mode is off on that server.
