I have a "client" - well, actually a friend, who needs a website. On the front end, it's just a promotional site for his personal business, with maybe a blog and a few static pages.
But in the back, he needs an FTP area where he can set up accounts for his clients to upload and download large WAV files (he's actually in the recording business - this isn't pirated music sharing)

Does CanadianWebHosting have a package that suits his needs?

There is an option in Cpanel to create ftp accounts.
