I desire a web site that supports asp.net and have sqlserver support. This will require updating web files including .net dlls and developing database tables. Updating dlls requires a website reboot to use the new dlls.

I have used a cloud site where I use windows remote desktop to access the space. How .net website development done in Canadian Webhosting?

Asp.net and sqlserver support is already there in all Windows shared plans with CWH.

But take a note that direct access to remote desktop (RDP) or DLLs are not given to customers in shared environment. In case you need this feature also, you may need to opt for a basic Windows VPS plan which provides the same without restriction.
