Website Software VS Sitebuilder

I am planning on putting a shopping cart online to sell products. What is the differences/benefits of paying/downloading software to create my site/shopping cart as opposed to using CWH sitebuilder? If I create it with own software is it cheaper just use CWH as a host rather than to do everything?
