Starting new site

I am going to start an e-commerce site and had a few questions.

How do I know if Cpanel or ASP is best for me?

you will host my website, e-mail, domain name and help me build my webpage? And all services will be on one bill?

Can I add paypal services to my website?

I know chances of my website becoming akin to google are nil, but who has ownership of domain name? Would I be able to sell it to someone else?

Do I pay for all months of my service contract up front, or on a monthly basis?

If you don't program in Microsoft ASP then Cpanel is fine.
