transfer problems

Last week (Feb 12) I tried to transfer my domain name from Domain People to CWH.
I received an email receipt from CWH for the payment, but the domain still resolves to domainpeople. I was able to make the domain an add-on domain in my CWH account, and I can go through the motions of setting up a site and an email address, but they don't work.
Since I haven't yet received any kind of message from DomainPeople about the transfer, I suspect the problem is on their side. They've had trouble getting my contact email straight.
I guess I'd like to know, before I call them, what exactly is supposed to happen during this process? And if I have to re-initiate it, will I get charged again?
