Trouble with PHP form

Hello,
I have been trying to set up a feedback form with an optional file upload field. As a whole the file works great but if the upload field is left blank the message
"Warning: copy() [function.copy]: open_basedir restriction in effect. File() is not within the allowed path(s): (/home/dir/:/usr/lib/php:/usr/local/lib/php:/tmp) in /home/dir/public_html/process.php on line 26" appears although the message is sent correctly anyways. I know this isn't much information for you but I don't want to post the whole script here so I'll give you specifically line 26 which is "copy($_FILES['File']['name'], "/public_html/files/".$image_part);"
Any input would be greatlty appreciated!
